Welcome to the National
Institute of Health Policy
The National Institute
of Health Policy (NIHP) is a program of the University of St.
Thomas designed to influence changes in state and national
health policy. From 1998 to 2008 it was financed by 38 health
care organizations in the Upper Midwest region. NIHP produced
policy specific forums and seminars which attracted national
speakers and produced significant white papers and reports.
Currently the university
is seeking to develop a new funding base to continue and grow
the institute. The founder, Senator Dave Durenberger, will
continue to be active with the program.

MEDICARE TRUSTEES REPORT
Congress has long been concerned about the solvency of social insurance programs like Social Security and the Medicare Hospital Insurance Trust Fund. Part A of Medicare, like Social Security, is funded from payroll taxes on employers, employed and self-employed. Part B (Physicians and other providers), Part C (Medicare Advantage) and Part D (drugs) are financed from general revenue, mainly income tax. When the trustees warned in 1983 that Social Security would be bankrupt within a year, it led to a bi-partisan effort to raise the age of eligibility, the payroll tax and the tax on high income beneficiaries.
